Committee of the Verkhovna Rada of Ukraine for human rights rejected drafts of resolutions concerning change of the Commissioner for Human Rights

Meeting of the Committee of the Verkhovna Rada of Ukraine for human rights, ethnic minorities and interethnic relations was held, at mentioned meeting drafts of the resolution "On declaration of no longer in force of the resolution of April 24, 2012 "On appointment of V. Lutkovska as the Ukrainian Parliament Commissioner for Human Rights" (No. 4231) registered by non-affiliated People's Deputy Ms. Anjelica Labunska, and resolution "On declaration of no longer in force of the resolution  of the Verkhovna Rada of Ukraine "On laying off Ms. Karpachova N. I. from a position of the Ukrainian Parliament Commissioner for Human Rights" of April 27, 2012 No. 4671 – IV" (No. 4266) registered by Ms. Oleksandra Kuzhel (Batkivschyna faction) were considered.

During the meeting present deputies, representatives of public organizations and human rights defense activists highly appreciated work of the Commissioner Ms. Valeriya Lutkovska and the Secretariat of the Commissioner, both during two years, and for the last three months. At the same time the reasoned and constructive criticism of work of Ombudsman was announced.

The day before open applies were sent to the Verkhovna Rada from Avtomaydan's participants, representatives of public human rights defense organizations, among them: The Ukrainian Helsinki union for human rights, the Kharkiv human rights group, IC "Maydan-Monitoring", Association of the Ukrainian monitors of observance of human rights in activity of law enforcement bodies and many others. In these applies activists expressed their concern for attempts in not a legal way to dismiss from office of the acting Ukrainian Parliament Commissioner for Human Rights.

"During last two years Ombudsman and the Secretariat of the Commissioner with support of international organizations created effective model of cooperation with civil society which is unique in Eastern Europe and which repeatedly proved the effectiveness", – the Ukrainian human rights defense activists note.

At the meeting also there was an expert of public organization "Kharkiv human rights group", the chairman of expert group for monitoring of activity of the Ombudsman of the Advisory council to the Ukrainian Parliament Commissioner for Human Rights Ms. Lyudmyla Koval. In addition, she emphasized: "The human rights community considers such actions of parliamentarians as sabotage of the only institution which in a hard time didn't betray a human rights. We remind that the institute of the Commissioner remained the only state institution for which the public didn't express no confidence and didn't stop with it cooperation because of events on the Euromaidan".

"Human rights defense activists have remarks for work of modern office of the Commissioner, but we solve them in due course and exclusively in a legal framework", –  Ms. Lyudmila Koval noted.

Ms. Iryna Lutsenko read to participants the apply of representatives of civil society to the Verkhovna Rada of Ukraine in it, among other things, it was noted: "Attempts to return the former Commissioner who was politicizing this institution and who in violation of the law combined political activity during election campaign of 2006e, and then a year more combined mandates of the Commissioner for Human Rights and the People's Deputy, testify chronic misunderstanding by parliamentarians of role and functions of the Commissioner for Human Rights".

After discussion of the abovementioned resolutions and speeches of representatives of public organizations and human rights defense activists the Committee of the Verkhovna Rada of Ukraine for human rights, ethnic minorities and interethnic relations voted for rejection of both drafts of resolutions.
