Ms. Valeriya Lutkovska: "Unfortunately, the parliament ignored an urgent necessity of adoption of laws for the solution of problems of temporary immigrants"


The Ukrainian Parliament Commissioner for Human Rights declared this thesis, opening work of a round table "State policy in the sphere of internal immigrants in Ukraine and Germany: challenges, experience and prospects" which was held at the initiative of the German Friedrich Ebert Foundation in Ukraine with support of the Commissioner.

"In spite of the fact that the Chairman of Committee of the Verkhovna Rada of Ukraine for human rights, ethnic minorities and interethnic relations suggested to consider urgently yesterday the draft laws "On internally displaced persons" and "On ensuring the rights and freedoms of internally displaced persons", these drafts of laws, unfortunately, weren't put to vote in parliament", – Ms. Valeriya Lutkovska stated.

In this regard, the Commissioner expressed gratitude to the Friedrich Ebert Foundation which is ready to render the expert assistance to the Ukrainian government institutions which are engaged in destiny of people who were compelled to leave their houses in the Crimea and in the east of Ukraine and to move to safe regions of the country.

Despite the uncertainty caused by absence of the corresponding legislative and normative legal base, the Representative of the Commissioner for observance of social, economic and humanitarian rights Ms. Tatyana Kolotilova urged to take an active part in the solution of problems of immigrants representatives of state authorities who took part in the meeting of a round table. According to her, in recent days the number of immigrants is increased for some thousands, and on the eve of the autumn and winter period it confers additional responsibility on all social services.

According to the Deputy minister of social policy of Ukraine Mr.Victor Ivankevich, more than 160 thousand refugees have already requested social services for assistance, from them 146 thousand – from the East of Ukraine. He told present about events which are held by the Ministry of registration of temporarily displaced persons, granting to them the status of the unemployed and registration by employment services etc.

During the round table the issues were discussed which are connected with foremost problems of displaced persons, in particular, providing with their temporary accommodation, paperwork for receiving social privileges and services, enrollment of children in educational institutions.

The deputy of the German parliament Ms. Christina Kampmann acquainted participants of the round table with a state policy in the sphere of immigrants in Germany.
