Problems which Roma face, aren't in general unique for the Kharkiv Region, though have its specifics

 

Planned monitoring visit to the Kharkiv Region of employees of the Secretariat of the Commissioner together with representatives of the international and non-governmental organizations, in particular Roma women's fund "Chirikli" and the International Renaissance Foundation was held.

The purpose of visit– monitoring of problematic issues of observance of the rights and freedoms of representatives of Roma community, including the internally displaced persons from their number living in the territory of the Kharkiv Region.

As it became clear, in region there is a considerable problem of absence of passport documents in representatives of Roma community. According to the Head of Department of the State Migration Service in the Kharkiv Region, for 2014 in region 139 Roma were passported. However, in spite of the fact that according to official figures, more than 2300 Roma live in the territory of region (and according to informal data this figure is several times more), and also that in connection with military operations in Donetsk and Lugansk regions more than 1500 Roma  were compelled to move in the Kharkiv Region every third of them has no or lost documents, indicators of State Migration Service is a drop in the ocean.

Secondly, there is a problem of low level of coverage of Roma children, including children of  the Roma immigrants, by preschool and school education. According to the region state administration, in educational institutions of regions there are only 339 pupils of Roma nationality, and in preschool institutions – 9.

Though among the reasons of such situation also the unwillingness of Roma parents to send the children to kindergartens and schools, and also, though not numerous, cases of the prejudiced attitude towards Roma children in educational institutions, the main problem is lack of system explanatory work concerning the right of the child for education and duties of parents to ensure them which has to be carried out with Roma community by educational bodies, and centers of social services.

During the visit the premises of the former boarding school in Volchansk City of the Kharkiv Region were visited in it internally displaced persons are settled (nowadays – 29 people from them twelve are children of school and preschool age). The verification established that conditions of accommodation of internally displace persons are appropriate, and the Volchansk region center of social services for a family, children and youth carries out active social scheduled work with this category of people in general, and with Roma from their number, in particular.

Meanwhile, there are some families of immigrants who can't renew social payments in a place of the temporary stay because the corresponding applications which they submitted to social security authorities of the population in a place of the registration in a zone of carrying out anti-terrorist operation, were not processed and entered in the Unified register.

These and other social problems of Roma community, including  problem of interaction with law enforcement bodies, at the end of visit were discussed during a meeting with heads of structural divisions of the region state administration also during it the main directions of further work for improvement of conditions of Roma and internally displaced persons in the region were outlined.
